A new ultra-modern digital “eye” that will monitor the status of all vehicles in Greece (legal, uninsured, or with unpaid circulation fees) is being set up by the General Secretariat of Information Systems (G.G.P.S.), giving competent services the ability to identify violators and conduct immediate checks. This is the new digital platform that will be developed in the coming period, aimed at complete vehicle mapping to provide a clear picture of those in circulation, withdrawn, or in immobilization status.
All vehicle data on one platform
Currently, vehicle data remains fragmented across different agencies, such as the Ministry of Transport, AADE, KTEO and insurance companies, without sufficient interoperability between them. The new platform will collect all data for each vehicle, from circulation licenses and insurance to technical inspections, circulation fee payments and any debts or penalties, allowing competent services to perform immediate cross-checks and identify violators in real time.
Cross-checks are expected to be completed soon to identify vehicles circulating uninsured or without having passed KTEO, while AADE controls are underway for cases of illegal lifting of immobilization and illegal circulation of cars with foreign plates. So far, 700,000 vehicles that have not passed KTEO have been identified, 243,904 uninsured and 113,382 that have not paid circulation fees.
It should be noted that from June 1st, the vehicle insurance regime became stricter, as mandatory coverage for natural disasters (floods, forest fires) was implemented for all passenger cars, even those in administrative immobilization with deposited plates. According to the plan, those found with uninsured or without KTEO vehicles will receive tickets with fines ranging from 250 to 1,000 euros. In case of non-compliance, penalties for violators will double, while plate and circulation license removal will also be provided.
By the end of October, all registered violators will be sent an initial electronic notice, informing them that the State knows about the violation, and will be given a specific compliance period. If they do not take the necessary actions, a second notice will follow with the fine assessment and surcharges.
The fines
Violators will face fines:
1. From 250 to 1,000 euros if the vehicle is found uninsured. Specifically, the law provides for a 1,000 euro fine for buses and trucks for public use, 500 euros for passenger and other vehicles of any nature, and 250 euros for two-wheelers.
2. Equal to circulation fees (plus annual fees) in the case of uninsured vehicles, if a circulation fee debt of at least one year is established.
3. 400 euros if the vehicle has not undergone periodic inspection at a Vehicle Technical Inspection Center.
4. In case of recidivism, fines double and the circulation license and state plates are removed. They are returned only upon presentation of the relevant insurance contract, or valid vehicle technical inspection certificate, or certification of no circulation fee debt, as applicable, and proof of fine payment.
Three months after notification of the fine imposition act, the law stipulates that when a violation is established through electronic cross-checking, a mandatory second electronic cross-check is conducted. If non-compliance by the vehicle circulation license holder (owner or vehicle holder) is established during this check, the vehicle’s circulation license and state plates are removed.
