A joint ministerial decision issued by the Ministries of National Economy and Finance, Interior, Infrastructure and Transport, Environment and Energy, Development, and Digital Governance — together with the Independent Authority for Public Revenue (AADE) — has extended the compliance deadlines for upgrading fuel flow monitoring systems at fuel stations across Greece, as well as for the registration of private fuel stations in AADE’s digital Tank Registry.
The new deadlines announced by the six ministries and AADE are designed to ensure the full technical implementation of the measures, the reliability of data used to combat fuel smuggling throughout the supply chain, and above all the smooth functioning of the market.
Fuel stations: The new compliance deadlines
A. For the installation and upgrade of fuel flow monitoring systems (A.1202/2026)
Public fuel stations
• By 30/06/2027 for the prefectures of Attica and Thessaloniki.
• By 31/12/2027 for the rest of the country.
Private fuel stations
• By 31/12/2027 nationwide.
Compliance obligations apply to:
• Holders of fuel and energy station licences.
• Holders of retail trade licences — heating oil sellers.
• Operators of private-use fuel stations (cases ζζ, ηη, θθ, ιι, ια, ιβ, ιγ, para. 7a, art. 31, Law 3784/2009).
• Installers of fuel flow monitoring systems, software developers, and accredited tank volumetric measurement bodies.
• Any public authority responsible for overseeing the fuel flow monitoring system.
B. For AADE’s Tank Registry for private-use fuel and energy stations (A.1200/2026)
• By 31/12/2027 for the electronic inventory registration and submission of tank data.
Compliance obligations apply to:
• Holders of operating licences for private-use fuel and energy stations.
• Accredited volumetric measurement service providers.
• Installers of fuel flow monitoring systems.
