Following the Komotini case, another incident of “problematic” KDAP vouchers has been recorded in publicly funded childcare centers and facilities for children with disabilities. This time in the Western Greece region. According to information available so far, serious evidence of fraudulent voucher payments has been identified for children who did not appear to have an actual physical presence at the facilities. In fact, in certain cases, a significant discrepancy was found between the number of declared children and the number of children who actually used the voucher.
KDAP: How the system works
The “supposed” parents declare their children’s participation in the programs, the voucher is issued, the facilities are paid, but ultimately both the children and parents are nowhere to be found and the money remains with the facilities.
It should be noted that the investigation is ongoing to calculate the damage that has been done.
What happened in Komotini
Members of a criminal organization in Komotini appear to have set up “golden” businesses, targeting subsidies for minors at Creative Employment Centers (KDAP), as revealed in reporting by parapolitika.gr and Spyros Darsinos. According to the authorities’ investigation, within just three years they managed to illegally obtain over 451,000 euros by declaring dozens of children who either did not exist or did not attend the program. The KDAP was established in June 2023 by a 60-year-old man and a 59-year-old woman, with the former being a relative of a well-known Roma family that recently occupied the attention of Greek authorities.
The case was uncovered following a months-long police investigation. From September 2025, officers discreetly monitored the KDAP and recorded daily how many children entered the facilities. From February 2026, the surveillance was conducted even with cameras, following authorization from the Rodopi Misdemeanor Council.
Komotini: Five arrests for KDAP fraud
A total of five people were arrested. Among them was the 28-year-old director of the center, as well as two employees aged 26 and 27. The two women were arrested when they went to the KDAP outside operating hours with the purpose—according to police—of destroying documents after the 60-year-old’s arrest. Another 26-year-old, who had temporarily taken over the center’s management, was located and arrested when she returned from Turkey through the Kipoi border crossing.
During the searches, police confiscated numerous vouchers as well as more than 9,000 euros in cash.
