The Annual Report of the Hellenic Gaming Commission (HGC) for 2025 was presented to the Speaker of the Hellenic Parliament, Nikitas Kaklamanis, by the Chairman of the Independent Administrative Authority, Antonis Bartholomaios.

Gambling in Greece: How many people played on unlicensed platforms
Mr. Bartholomaios briefed Mr. Kaklamanis on the extent of participation in unlicensed gambling, highlighting that the total amount wagered on unlicensed platforms in 2025 reached €1.8 billion, while the average amount spent per unlicensed player stood at €2,027. An age-group breakdown of the report’s data reveals that 49.7% of unlicensed gambling participants belong to younger age groups (up to 44 years old).
Notably, individuals aged 18–24, 25–34, and 45–54 are significantly overrepresented among unlicensed gamblers compared to their share of the general population, accounting for 9.7%, 19.1%, and 20.1% respectively.

Regarding participation in the legal gambling network, the report underlines that more than half of Greek citizens (54.50%) reported taking part in at least one gambling activity during 2025.
The age group with the highest proportional participation in gambling is young adults aged 18–34, with a participation rate of 58%.
Taken together, the full range of actions presented in the report reflects the HGC’s commitment to operating as a modern, credible, and effective regulator — one that contributes to a safe, transparent, and sustainable gambling environment. The report also underscores the importance of transparency and accountability as core principles guiding the Commission’s work.
Mr. Bartholomaios emphasized to Mr. Kaklamanis that particular focus is being placed on harnessing technology and data as tools to strengthen the HGC’s supervisory and oversight functions, adding that “2025 was a year of strategic preparation for what lies ahead. The HGC’s plan for the 2026–2030 period reflects our ambition to further develop the Authority and reinforce its institutional role in an ever-changing environment.”

For his part, the Speaker of the Parliament praised the Commission’s role in regulating, supervising, and controlling the gambling services market. He placed particular emphasis on the measures in place to protect players — especially minors and vulnerable population groups — as well as on the monitoring of public revenue returns. It was noted that Nikitas Kaklamanis will forward the Report to the Parliament’s Committee on Institutions and Transparency for further analysis of the annual report’s findings.
Also attending the meeting on behalf of the HGC were Secretary General Antonis Alexiou and Director Dimitris Papadopoulos.
