Specifically, at the start of talks, the Chinese president spoke of an international situation characterized by “turmoil and continuous transformation,” while making veiled criticisms of American foreign policy.

“Unilateral hegemonic tendencies are acting unchecked,” Xi declared, using Beijing’s usual phraseology against the United States and their global influence, according to CNN. He argued that China and Russia must strengthen their “comprehensive strategic coordination,” presenting bilateral relations as a stabilizing factor in an increasingly unstable international environment.
Xi also directly referenced the war between the US-Israel and Iran, emphasizing that the “rapid termination” of the conflict would help reduce disruptions in energy markets, supply chains, and international trade. “The complete cessation of war cannot be delayed, the resumption of hostilities is even less desirable, and the continuation of negotiations is particularly important,” he characteristically stated.

Moscow-Beijing cooperation
Vladimir Putin’s visit takes place during a period when Moscow and Beijing have significantly strengthened their cooperation in trade, diplomacy, and security. This marks the Russian president’s 25th official visit to China in approximately 25 years of his political dominance in Russia. According to analysts, talks between the two leaders are expected to focus not only on further development of bilateral cooperation, but also on developments surrounding the conflicts in Ukraine and the Middle East, as well as Donald Trump’s recent visit to Beijing.
Plans for the construction of a major gas pipeline called “Power of Siberia 2,” which would connect Russia’s largest deposits in northern Siberia with China through Mongolia, are also expected to be examined. This is considered crucial for Russia, which wants to increase hydrocarbon exports amid European sanctions on Moscow due to the war in Ukraine. However, implementation has been delayed.

High-level state visit
Putin’s reception ceremony outside the imposing People’s Hall had all the characteristics of a high-level state visit, comparable to that which Beijing reserved for Donald Trump last week. Xi and top Chinese leadership officials welcomed the Russian president, while the two leaders stood side by side during military honors and cannon salutes, with a military band playing and Chinese and Russian flags waving in the background.
Children holding flags and flowers also greeted the two leaders as they passed by, a scene that was repeated during Trump’s recent visit. During talks, Vladimir Putin stated that Russia-China relations are at an “unprecedented high level,” repeating a formulation that the Russian side often uses in its public statements.

However, Beijing appears more cautious in the language it uses for the relationship with Moscow, as the BBC notes. Xi Jinping typically characterizes Putin as an “old friend” and describes the ties between the two countries as “unshakeable,” avoiding more triumphant tones. Analysts note that despite strengthening bilateral trade to historically high levels, China maintains a clear advantage in the relationship, possessing the economic power and diplomatic influence to set the tone and terms of cooperation with Russia.
