With the signing of over 40 agreements, the meeting between Xi Jinping and Vladimir Putin in Beijing concluded, while criticisms of US strategy were not absent, just days after hosting Donald Trump. The world risks returning to the “law of the jungle,” Xi Jinping emphasized to Vladimir Putin after the signings, while attempting to present China as a force for global stability.
The summit between the Russian and Chinese leaders on Wednesday included talks aimed at reaffirming Sino-Russian ties, as global energy markets and supply chains have been disrupted by the US and Israeli war against Iran.

Xi Jinping after meeting with Putin: The world faces the danger of returning to the law of the jungle
Speaking to reporters after their meeting, Xi stated that the two sides must promote cooperation in energy and technology, including artificial intelligence, and work together to “improve global governance.” “Unilateral practices and hegemony are deeply harmful, and the world faces the danger of returning to the law of the jungle,” Xi declared, indirectly criticizing the United States.

Earlier, Xi told Putin that the Gulf crisis was at a “critical crossroads” and reiterated calls for immediate cessation of hostilities and stabilization of energy supply and trade, according to comments published by China’s state news agency Xinhua. Xi welcomed Putin at the Great Hall of the People in Tiananmen Square, where the Russian president was received by crowds of children holding flowers and an orchestra playing a Soviet-era song.

Putin: “China-Russia relations at unprecedented level”
Putin stated after the talks that Russia’s relations with China are at an “unprecedented level and continue to develop.” The Russian president added that the leaders “exchanged views on current international issues” and confirmed their commitment to “an independent and self-sufficient foreign policy in close strategic connection, playing an important stabilizing role on the global stage.” “We, together with China, are determined to create a multipolar world,” Putin noted.

Putin also praised Russia’s economic ties with China, noting that trade volume last year reached $240 billion. Russia is “ready to continue reliable and uninterrupted supply of all types of fuel to the rapidly developing Chinese market,” he said. This statement was an obvious reference to the Kremlin’s hopes to complete the agreement for the long-delayed “Power of Siberia 2” natural gas pipeline. The project, with a capacity of 50 billion cubic meters annually, would supply China with Russian natural gas that once served Europe.
Last September, the two countries signed a “construction memorandum” for the pipeline, but have not yet agreed on price and purchase volume. Before the visit, the Kremlin stated that the pipeline would be the focus of “serious” and “very detailed” discussions.
In the energy sector
Yuri Ushakov, Putin’s foreign policy spokesperson, told state television that Russia and China “agreed on something very important” in the energy sector, without providing more details. Kremlin spokesperson Dmitry Peskov told reporters that Putin mentioned during negotiations that “the basic parameters of the agreement for Power of Siberia 2 – regarding the route and construction method – have been determined.”
Peskov also noted that Russia and China “still need to agree on certain details” and don’t have a clear picture of when the pipeline will be built, according to Interfax. The Kremlin has stated that the countries will sign about 40 new documents and issue a 47-page joint statement. Putin is accompanied in China by several industry leaders, including the head of oil company Rosneft, according to CCTV, as well as officials from the country’s central bank.

China and Russia have tried to present their cooperation as a source of stability on the international stage and their countries as joint defenders of the “global south” developing nations, despite Putin’s full-scale invasion of Ukraine in 2022. Beijing has also supported the Russian economy by purchasing more Russian energy, supplying vital components for Putin’s military, and helping Moscow bypass Western sanctions. Russia’s fiscal deficit has skyrocketed this year amid uncontrolled inflation and mounting war spending in Ukraine.

Boeing purchase from the US
Putin’s visit followed Trump’s summit with Xi last week, when the US and Chinese leaders agreed to pursue “strategic stability” after the ceasefire in their trade war last year. Both leaders also tried to project an image of a friendly personal relationship.
China confirmed on Wednesday the purchase of 200 aircraft from Boeing, a deal that Trump had announced during his visit. China’s Ministry of Commerce stated that the US agreed to provide “adequate guarantees” for the supply of aircraft engines and components, without providing more details.

Furthermore, it added that China and the US will cooperate to extend the de-escalation of their trade war and set guideline targets for expanding mutual trade in agricultural products. According to several people familiar with the American assessment of the Beijing summit, Xi also told Trump during their talks that Putin might end up regretting his invasion of Ukraine. China’s Foreign Ministry and Trump have denied this report.
