TheDevelopment Ministry is bringing to Parliament a comprehensive bill with significant political and economic impact, presenting it as a comprehensive reform intervention for a more productive, functional and competitive Greek economy. The draft law was submitted to Parliament on April 14, 2026 and its processing begins at the Standing Committee on Production and Trade on Friday, April 17 at 10:00, with a title that reflects the scope of the intervention, from simplifying the framework of economic activities to strengthening strategic investments, regulations for geographical indications and outdoor commerce.
At the heart of the package is the creation of a genuine “one stop shop” for Strategic Investments. Based on the plan, the “Investment Reception and Funding Programs Department” of the General Secretariat for Private Investments becomes the unified body for receiving and processing subsidy applications, instead of Enterprise Greece, in order to reduce successive file transfers and delays between different services. The ministry argues that this consolidation enhances the speed, transparency and reliability of procedures, and therefore investor confidence.
Development Ministry: License simplification, Open Business and industry
The comprehensive bill doesn’t stop at large investments, but attempts to touch the everyday environment of entrepreneurship. One of the key interventions is the simplification of the framework for doing business, with a new licensing and supervision system for economic activities that will be based on digital notification and risk assessment based on public interest. The establishment and operation procedures for a series of activities, such as elderly centers, preschool education units, wellness activities, tourism and transport, are transferred digitally through Open Business, in an effort to reduce administrative burden and accelerate licensing.
At the same time, the ministry puts industry high on the agenda. According to the bill’s presentation, it attempts to simplify the modernization and expansion of existing industrial units, especially in areas of high activity concentration such as Attica. As long as the activity and environmental category of a legal unit does not change, mechanical or building modernization will be able to proceed with a simple responsible declaration, without requiring waiting for new approvals. The same package touches on logistics infrastructure and business parks, aiming, as stated, to leverage economies of scale and strengthen Greece’s role as a supply chain hub in Southeast Europe.
Development Ministry: Farmers’ markets, consumers, digital complaints and fines
The third major pillar concerns the market and consumers. The comprehensive bill provides for modernization of farmers’ markets, with digitization of licenses, establishing their indefinite validity, simplification of producer licenses within five days with two documents and filling vacant positions through electronic draws. At the same time, seasonal producer positions are institutionalized that will be approved within 48 hours, with the ministry linking the regulation to strengthening agricultural income and ensuring consumer access to fresh products.
The same bill also introduces a stricter framework for consumer protection in cases of pre-packaged products whose quantity is reduced without a corresponding price reduction. The Development Ministry provides for mandatory labeling for such practices and penalties reaching up to 2 million euros. Additionally, the MyKataggelies electronic application is introduced, through which citizens will be able to submit anonymous or named complaints, even with photos bearing timestamps and geolocation, while management will be handled by the Independent Authority for Consumer Protection and Market Control. The same package also includes the transition from the old Industrial Movement Certificate to the digital Business Activity Certificate with “one-only” logic, changes to the Development Law for stricter compliance, and regulations for Geographical Indications in industrial and handicraft products, from Cretan knives to Ioannina silverware. Thus, the bill functions not only as an investment tool, but as a comprehensive package for restructuring the way the market is licensed, controlled and operates.
