The municipality of Glyfada is taking legal action against HEDNO for what it characterizes as “stream filling” related to an underground network project, following flooding incidents that occurred on January 21, according to a related post by mayor Giorgos Papanikolaou. For its part, HEDNO states in its response that the project is “completely legal and based on approved technical and environmental studies,” adding that it is “implemented within the framework of the Recovery and Resilience Fund,” while characterizing the legal route as “welcome.”

The underground project for the P-350 line in Hymettus is completely legal, based on approved technical and environmental studies and implemented within the framework of the Recovery and Resilience Fund, integrated into the national plan for modernizing and strengthening the country’s energy infrastructure. The legal route chosen by the municipality of Glyfada is welcome, so that the truth may shine away from impression battles and barren conflicts.
What the municipality of Glyfada alleges
The municipality of Glyfada is proceeding with a complete investigation of the causes that led to the events of January 21, so that similar flooding phenomena never occur again in the future.
A technical expert report is already being compiled with the assistance of specialist scientists, while the municipality of Glyfada is taking legal action against HEDNO, which according to a related post by the mayor of Glyfada, filled a stream above Metsovou street eight months ago to proceed with its underground network project, without any notification whatsoever.
In a related post, Glyfada mayor Giorgos Papanikolaou presents photographic material and emphasizes that he is determined to do everything possible to determine the exact causes of what happened and ensure nothing similar happens again.
Mr. Papanikolaou’s statements are as follows:
“It was like a dam burst! This is what happened above Metsovou according to the specialist scientists we consulted.
See in the photographs exactly what happened.
To carry out its underground network project last May in Hymettus above Metsovou street in our city, HEDNO filled and closed the stream at the point shown in the photographs, approximately 850 meters above Metsovou street.
This is a fill of 15 meters length, 10 or more meters width and 8 meters height (that is, at least 1,200 cubic meters of soil and debris).

HEDNO’s project literally caused stream blockage and created a reservoir of water and debris.
It functioned as a dam which subsequently collapsed, violently releasing the trapped water quantity with incredible and multiple force, carrying away even large rocks and flooding the downstream areas (Metsovou, Antheon, etc.) as we all experienced.
That’s why we saw this incredible concentration of debris and fill on Metsovou street.
Naturally this picture we have will be investigated and thoroughly documented with technical expertise, which we have already assigned to specialist scientists for these issues.
The municipality of Glyfada never received any notification about the project and its studies (if they exist) – and continues to have no information.
We commit that we will take legal action against HEDNO and in court the whole truth will shine and every responsibility will be attributed where it belongs.
We will not rest until we determine the exact causes of what happened last Wednesday night in Glyfada – and naturally until we do everything in our power to prevent something similar from happening again.”
