The so-called “Trump Doctrine” describes a world in transition and includes everything from warnings about Europe’s “cultural erasure” to ending mass immigration and reclaiming American dominance in Latin America. At the same time, it prioritizes the need for negotiations to end the war in Ukraine and stabilize European security architecture.

The document emphasizes that Europe faces the risk of “cultural erasure,” with the Trump administration arguing that if current trends continue, the continent could be “unrecognizable” within 20 years or less. The document adopts the “great replacement” theory, claiming that the immigration policies of many European governments are reinforcing the loss of national identity and causing internal political crises. The White House criticizes European decisions that, as it states, “undermine political freedom and sovereignty” and connects demographic decline with instability.
Meanwhile, the document emphasizes that resolving the Russian-Ukrainian war constitutes a “primary interest” of the US, in order to ensure the stability of European economies, avoid escalation, and make Ukraine’s reconstruction feasible after the end of hostilities. Washington believes that many European officials have “unrealistic expectations” about the war’s end, which, according to the Trump administration, prevents the adoption of substantial reforms.
Trump Doctrine, border security and reclaiming dominance in Latin America
Central to the doctrine is ending the “era of mass migration.” The Trump administration argues that border security is fundamental to national security and that the US must protect itself from “invasions” connected not only to illegal immigration, but also to threats such as terrorism, drugs, espionage, and human trafficking. US Citizenship and Immigration Services have already announced the suspension of green card and naturalization application reviews from citizens of 19 countries.
The document extensively addresses the need to restore American dominance in Latin America and previews a readjustment of US military presence globally. The goal, as stated, is to emphasize urgent threats within the Western Hemisphere, while reducing presence in regions whose importance has diminished.
China remains in the spotlight, with Washington asking Japan and South Korea to increase their defense spending and more actively support Taiwan’s defense. The document underscores economic competition in the Asia-Pacific and the need to maintain an “open and free” regional order.
