CNN has obtained a 14-point draft memorandum of understanding between the United States and Iran, as Donald Trump warns that “if I don’t like the final deal, I’ll start bombing them again.” The draft agreement outlines ceasefire terms, the reopening of the Strait of Hormuz, economic concessions to Tehran, and Iran’s reaffirmation that it will not pursue nuclear weapons.
The 14-point memorandum of understanding has not yet been officially released, but CNN obtained a copy from a U.S. official. A diplomat who reviewed it at the G7 Summit in France this week confirmed its contents, as did two other diplomatic sources with knowledge of the negotiations. Under the draft, the United States would allow Iran to export oil and petrochemical products, while Tehran would gain access to a $300 billion development fund, provided it honors its commitments regarding its nuclear program. The document does not include details on the future of Iran’s highly enriched uranium stockpiles.
The official told CNN that the document reflects an agreement signed electronically on Sunday (June 14, 2026) by U.S. President Donald Trump, Vice President JD Vance, and Iranian Parliament Speaker Mohammad Ghalibaf. However, given the secrecy maintained by both the U.S. and Iran regarding the text, it remains unclear whether the draft shared with CNN will contain the exact wording of the final document to be signed in person on Friday (June 19, 2026) in Switzerland. Technical details are also still being finalized, meaning the language may change.
Speaking to CNN, U.S. officials downplayed the significance of the memorandum itself, describing it as a “political document” that does not reflect critical commitments Iran has made to the United States — particularly regarding the future of Tehran’s nuclear program. The White House did not respond to a request for comment when presented with CNN’s draft. Iran’s semi-official Tasnim news agency described the leaked versions of the draft as inaccurate.
The memorandum of understanding is expected to be officially signed in two days, on Friday, at which point a 60-day period will begin for negotiating the final terms of a comprehensive agreement.
US-Iran agreement: The full text follows
– The Islamic Republic of Iran and the United States, together with their respective allies in the current war, declare, upon signing this Memorandum of Understanding, an immediate and permanent cessation of hostilities on all fronts, including Lebanon, and commit that henceforth they will not engage in any hostile action against one another and will refrain from threatening or using force against each other. The final agreement will confirm the provisions of this article and all remaining articles.
– The Islamic Republic of Iran and the United States commit to respecting the sovereignty and territorial integrity of each other and to refraining from interfering in each other’s internal affairs.
– The Islamic Republic of Iran and the United States commit to negotiating and reaching a final agreement within a maximum period of 60 days, which may be extended by mutual consent.
– Immediately upon the signing of this Memorandum of Understanding, the United States will lift the naval blockade and prevent any interference with or obstruction of the Islamic Republic of Iran, and will restore traffic within no more than 30 days; vessel traffic shall be commensurate with pre-war levels on the part of the Islamic Republic of Iran. The United States also commits to withdrawing its forces from surrounding areas within 30 days of the final agreement.

– The Islamic Republic of Iran reaffirms that it will never build nuclear weapons. The Islamic Republic of Iran and the United States have agreed that the fate of enriched material and all other mutually agreed issues related to the nuclear sector, including Iran’s nuclear needs, will be determined in a final agreement; the final agreement will confirm the provisions of this article.

Trump’s new warning to Iran: “We’ll start bombing again if Tehran doesn’t agree with us”
In a new statement at the G7 Summit, U.S. President Donald Trump declared that the United States would “start dropping bombs again” if Iran does not accept the deal. Trump noted that the proposed agreement to end the Middle East conflict — expected to be finalized at a signing ceremony in Geneva on Friday — “is not final.”
“It’s a memorandum of understanding, and if I don’t like it, we’ll go back to shooting at them, dropping bombs right on top of their heads. I don’t like it when they don’t behave properly. We’ll start dropping bombs right in the middle of their heads,” the U.S. president stated.
