The Out-of-Court Debt Settlement Mechanism continues its upward trajectory, as total debt restructuring agreements have surpassed €20 billion for the first time since the launch of the electronic platform. According to data from the Ministry of National Economy and Finance, by the end of July a total of 66,578 agreements had been completed, corresponding to initial debts of €20.19 billion. In July alone, 2,164 new successful agreements were reached, with a combined value of €511 million, confirming the mechanism’s steady and sustained momentum.

Out-of-Court Mechanism and total debt settlements
According to an official announcement from the Ministry of National Economy and Finance, a total of 66,578 debt settlement agreements had been finalized by the end of July, corresponding to initial debts amounting to €20.19 billion. During July specifically, 2,164 new successful agreements were reached totaling €511 million, providing further evidence of the tool’s consistently upward performance.
Particularly noteworthy is the fact that the application approval rate remains consistently at around 80% following the introduction of mandatory creditor participation — a development that further strengthens both the credibility and effectiveness of the mechanism.
Social protection — settlements for vulnerable households and people with disabilities
Participation by financially vulnerable households continues to show positive results. In July, 271 settlements were completed for economically vulnerable debtors, of which 26 involved people with disabilities. In addition, through the advance payment measure, 603 auctions were suspended, providing meaningful protection of debtors’ assets and primary residences.
Bilateral settlements with financial servicers (June)
Alongside the state’s debt resolution tools, bilateral loan restructuring agreements continue to progress. The four largest servicers — Intrum, Cepal, DoValue, and Qquant — recorded settlements totaling €356 million in June, covering 4,239 debtors. The majority of these agreements relate to mortgage loans, while a significant portion involves loans to very small businesses.
72-installment repayment plan with the tax authority
As previously announced, the tax authority’s (AADE) platform for enrolling debts in the new up-to-72-installment repayment plan under Law 5313/2026 was activated on July 18. The scheme covers debts owed to the state that became overdue up to December 31, 2023, and applications are submitted electronically through the myAADE platform until December 31, 2026.
