The written procedure for adopting the €90 billion loan to Ukraine has been completed, along with the 20th sanctions package against Russia, with the agreement of all member states, confirmed the Cypriot presidency of the European Union. Cyprus Finance Minister Makis Keravnos stated that the disbursement of these essential resources for Ukraine “will begin as soon as possible.”
€90 billion loan to Ukraine: Zelensky welcomed the decision
According to the official EU briefing regarding the distribution of this specific amount:
– €30 billion will be utilized for macroeconomic support of Ukraine and will be channeled through macroeconomic assistance or through the Ukraine Mechanism. These funds can be used to cover Ukraine’s most urgent fiscal needs.
– €60 billion to enhance Ukraine’s capacity to invest in defensive industrial infrastructure, including the procurement of defense products. The funding will provide Ukraine with critical and timely access to defense products from the defense industries of Ukraine, the EU, EEA-EFTA countries, as well as other third countries. These third countries must either have concluded a bilateral agreement with the Union under the SAFE regulation (the EU’s financial instrument for supporting member states’ investments in the defense sector) or have demonstrated that they meet specific conditions and commitments.
Ukrainian President Volodymyr Zelensky welcomed the decision, calling it “an important day for our defense and our relations with the European Union.”
In a post on platform X, he stated that the loan “will strengthen our army, make Ukraine more resilient and enable us to fulfill our social obligations to citizens.”
At the same time, he reiterated that Ukraine seeks to receive the first installment of the money “as early as May or June.”
As he noted, the resources from the European package will be directed, among other things, to weapons production, procurement of necessary weapons from partners that are not yet produced in Ukraine, as well as preparation of the country’s energy sector and critical infrastructure ahead of the next winter.
