New details surrounding the US-Iran deal are coming to light, as Al Arabiya has presented a draft Memorandum of Understanding aimed at the immediate cessation of hostilities, structured around 14 key points.
The 14 points of the US-Iran deal, according to Al Arabiya
1. The Islamic Republic of Iran and the United States of America, together with their wartime allies, hereby declare — upon signing this Memorandum of Understanding — the immediate and permanent cessation of hostilities on all fronts, including Lebanon, and commit to refraining from any hostile act against one another and from threatening or using force against each other. The final agreement shall affirm the provisions of this article and all remaining articles.
2. The Islamic Republic of Iran and the United States commit to respecting each other’s sovereignty and territorial integrity, and to refraining from any interference in each other’s internal affairs.
3. The Islamic Republic of Iran and the United States commit to negotiating and concluding a final agreement within a maximum period of 60 days, which may be extended by mutual consent.
4. Immediately upon signing this Memorandum of Understanding, the United States shall lift the naval blockade and prevent any interference with or obstruction of the Islamic Republic of Iran, restoring full navigation within a maximum of 30 days. Vessel traffic shall be proportional to the Islamic Republic of Iran’s pre-war traffic volume. The United States also commits to withdrawing its forces from surrounding areas within 30 days of the final agreement.
5. Upon signing this Memorandum of Understanding, the Islamic Republic of Iran shall immediately take steps to ensure that the movement of commercial vessels between the Persian Gulf and the Sea of Oman — and vice versa — is restored to pre-war volume within 30 days, taking into account the need to remove technical obstacles and clear mines placed by Iran.
6. The United States commits, together with its regional partners, to developing a comprehensive reconstruction and economic development plan for the Islamic Republic of Iran — agreed upon by both parties — securing financing of at least $300 billion. The implementation mechanism for this plan, as part of the final agreement, shall be established within 60 days.
7. The United States commits to terminating, on a timeline to be agreed upon as part of the final agreement, all forms of sanctions currently facing the Islamic Republic of Iran — including United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors resolutions, and all unilateral US sanctions, both primary and secondary.
8. The Islamic Republic of Iran reaffirms that it will never produce nuclear weapons. The Islamic Republic of Iran and the United States have agreed that the fate of enriched material and all other mutually agreed matters related to nuclear energy — including Iran’s nuclear needs — shall be adequately addressed in a final agreement; the final agreement shall affirm the provisions of this article.
9. The Islamic Republic of Iran and the United States agree that, pending a final agreement, the status quo shall be maintained: Iran shall maintain the status quo of its nuclear program, and the United States shall impose no new sanctions on Iran nor reinforce its forces in the region.
10. The United States commits that, immediately upon signing this Memorandum of Understanding and until the date sanctions are lifted, the US Treasury Department shall issue exemptions for the export of Iranian crude oil, petrochemical products and their derivatives, as well as all related services, including banking, insurance, shipping, and associated services.
11. The United States commits that, in light of progress in negotiations toward a final agreement, all frozen or restricted funds and assets of the Islamic Republic of Iran shall be unfrozen and made fully available. These funds — whether held in primary accounts or transferred — shall be used for any final beneficiary payment designated by the Central Bank of the Islamic Republic of Iran, and shall be fully available for use. The United States commits to issuing all necessary licenses on this basis.
12. The Islamic Republic of Iran and the United States agree that an implementation mechanism shall be established to oversee the successful application of, and future adherence to, the final agreement.
13. Following the signing of this Memorandum of Understanding and upon receipt of assurances regarding the commencement of implementation of Articles 4, 5, 10 and 11 of this Memorandum of Understanding — and the continued implementation of these steps — the Islamic Republic of Iran and the United States shall begin negotiations toward a final agreement, exclusively with respect to the remaining articles.
14. The final agreement shall be approved through a binding resolution of the United Nations Security Council.
