Without changes to the amounts, but with strict penalties for non-compliant drivers, notifications for vehicle circulation fees for 2026 totaling 1.2 billion euros are being sent in early November to more than 4 million vehicle owners. Owners will have the opportunity to proceed with payment or lift immobilization until December 31, 2025, while after this date the system of graduated penalties is activated, starting from 25% of the amount and reaching up to 100% in cases of non-payment.
Calculating vehicle circulation fees 2026
The amount of fees is calculated according to the vehicle’s first circulation license, engine displacement, and CO2 emissions. Specifically, for cars registered in Greece until October 31, 2010, fees are determined based on their displacement, and for vehicles that circulated after November 1, 2010, based on CO2 emissions listed on the circulation license, while “clean” vehicles are completely exempt. For example, for cars with first circulation before October 2010 with 1,200 cc displacement, the amount is 135 euros, for 1,600 cc it’s 280 euros, and for 2,000 cc it’s 690 euros.
For vehicles registered between November 1, 2010, and December 31, 2020, fees range from 0 euros for vehicles with emissions up to 90 grams CO₂/km, up to 3.72 euros/gram for vehicles with emissions above 251 g/km. For more modern vehicles registered from January 1, 2021, onward, the system is slightly differentiated, aiming to encourage the use of more “green” vehicles. Thus, those emitting up to 122 g/km are completely exempt, while vehicles with emissions above 281 g/km pay 2.85 euros/gram.
Penalties
Regarding penalties for unpaid fees, if settled within January, the penalty is set at 25% of the amount, if paid within February at 50%, while those who pay fees from March 1st onward will be charged with 100% of the fees.
However, in any case, the penalty cannot be less than 30 euros. For example, for circulation fees of 100 euros paid in January 2026, the amount increases to 125 euros, if settled in February 2026 to 150 euros, and from March 2026 to 200 euros.
For fees of 240 euros paid in January 2026, the penalty will be 60 euros and the total amount 300 euros, in February 2026 it amounts to 120 euros with total debt of 360 euros, and from March 2026 onward the penalty is set at 240 euros with total debt of 480 euros.
Digital immobilization
However, those who want to place their vehicle in temporary immobilization status and not pay the 2026 circulation fees must do so by December 31, 2025, through the MyCAR application using Taxisnet codes. Based on the procedure, they must select or register the circulation number of the vehicle they wish to immobilize, the postal code of the area, street and number, and declare the parking space, which must be owned, rented, or granted. If there are co-owners, they are informed about the request which they must approve to complete the procedure.
It is noted that if it is found that a vehicle declared in immobilization status is circulating, the owner faces a penalty double the circulation fees and an independent monetary penalty of 10,000 euros, while in case of repeat offense the penalty triples to 30,000 euros and the owner’s driving license is revoked for three years.
