The G20 Foreign Ministers’ summit in Atlanta, United States, once again concluded without a “family photo,” as the presence of Lavrov appeared to trigger a mini diplomatic incident. Several of his European counterparts were so uncomfortable with the Russian Foreign Minister’s attendance that disagreements arose over whether to be photographed alongside him.

G20: Group photo cancelled — Rubio’s response
The incident prompted US Secretary of State Marco Rubio to cancel the group photo and proceed directly to discussions. According to two American officials, Rubio determined that a public confrontation over Lavrov’s participation would overshadow the summit’s proceedings. This is not the first time the Russian minister’s presence has sparked similar reactions. Moscow’s participation had already drawn discontent from several G20 nations, as Russia continues its military offensive against Ukraine.
Tensions were further fueled by the Trump administration’s stance, which has exempted Moscow from new sanctions and temporarily scaled back the supply of military equipment and intelligence to Kyiv.
Visa troubles for the Russian delegation
In addition, the Russian delegation faced entry visa complications, which were only resolved at the last minute. Russian Foreign Ministry spokesperson Maria Zakharova argued that these difficulties revealed that not everyone in Washington welcomed Lavrov’s presence.
The Russian minister’s visit to Atlanta comes just days before the US midterm elections.
Former US Ambassador to Georgia Ian Kelly suggested that the invitation extended to Lavrov could generate domestic backlash, given the growing frustration among Republican lawmakers over President Trump’s conciliatory approach toward Vladimir Putin. He also noted that the Russian minister’s attendance complicates efforts to forge a unified Western position on the war in Ukraine.
Energy and freedom of navigation take center stage at G20
Beyond the diplomatic incident, G20 Foreign Ministers were tasked with addressing a broad range of global challenges ahead of the Leaders’ Summit in December, which Trump is set to host at his golf club in Miami.
During the opening session, Marco Rubio emphasized the need for international cooperation to safeguard the global economic order. He specifically highlighted mounting pressures on energy supplies, food markets, international supply chains and trade, as well as growing threats to freedom of navigation.
The summit’s agenda also includes the Russia-Ukraine war, the US-Israel conflict with Iran, American tariffs, and China’s assertive moves in the South China Sea. The key question remains whether G20 nations will be able to bridge their differences and reach common ground on these pressing issues.
