Successful attacks on a thermal power plant in Oryol and an electrical substation in Novobriansk in Russia were announced by the Ukrainian Navy via a Telegram message, as reported by SKAI. The damage appears to be significant for the Russians, as the announcement of the attacks noted: “Both facilities provided electrical power to military industries in the region, therefore their destruction constitutes a serious blow to the (Russian) supply lines.”
Ukraine, while awaiting a response to its request for Tomahawk missiles, did not use drones this time, but rather Neptune cruise missiles, which it produces domestically.
Ukraine: Oryol left in the cold
The Oryol city authorities confirmed the Ukrainian Navy’s claims with their own statement. They announced they would proceed with heating restrictions in three areas. The same applies to hot water, as they reported that Ukrainian drones also struck a pipeline at a local energy plant. “We will need to restrict heating and hot water supply to buildings in the Sovetsky, Zheleznodorozhny and Severny districts of Oryol city,” wrote Andrei Klitschkof, governor of the Oryol region, on social media.
Overnight, Ukrainian drones conducted a strike on Russian energy infrastructure, successfully hitting the Oryol Power Plant and a major 750kV substation in Vladimirskaya.

The strikes came during a barrage of Ukrainian attacks on Russia during the night of Thursday, October 30, and the early hours of Friday, October 31. The Russian Ministry of Defense, meanwhile, as reported by SKAI, announced that its forces shot down 130 Ukrainian unmanned aircraft during the night, mainly over western regions and the Yaroslavl and Moscow regions.
Peace talks and negotiations have stalled, as Ukraine and Russia remain intractable regarding their conditions for lasting peace. The United States currently appears to openly support the Ukrainians. Furthermore, the “Financial Times” confirmed the inevitable, namely the cancellation of the summit meeting between Donald Trump and Vladimir Putin that was scheduled to take place in Budapest. Trump had already announced this last week.
