A confidential 21-point document describing the American plan to end the war in Gaza and establish a Palestinian state has been revealed by the Times of Israel. The plan bears the signature of US special envoy Steve Witkoff and was reportedly drafted with input from former British Prime Minister Tony Blair and Jared Kushner, son-in-law and advisor to US President Donald Trump.
According to the Israeli newspaper, the document was presented to selected Arab and Muslim countries on the sidelines of the UN General Assembly and represents a dramatic shift in American policy toward the Palestinian issue.
It’s worth noting that in February, Trump had mentioned the possibility of “relocating” Gaza’s population, while the new plan:
- Rejects any idea of displacement,
- encourages residents to remain in Gaza,
- provides for gradual reconstruction of the area
- and sets as a long-term goal a political solution, with the establishment of a Palestinian state on the horizon.
The plan envisions an immediate ceasefire in exchange for hostage release, massive humanitarian aid, temporary administration by Palestinian technocrats, complete demilitarization of the Strip, and participation of an international stabilization force. In the long term, there’s the possibility of recognizing a Palestinian state after reforming the Palestinian Authority.
The proposal also contains “red lines” for the Israeli side: complete disarmament of Hamas, zero role in the next administration, demilitarization, and a deradicalization process.
Trump himself expressed optimism, stating that “intensive negotiations have been ongoing for four days and will continue as long as necessary,” emphasizing that all countries in the region are participating, while Israel and Hamas are informed at all levels.
The 21 points of the American plan to end the Gaza war
1. Gaza will become a demilitarized, deradicalized zone that poses no threat to its neighbors.
2. Reconstruction of Gaza for the benefit of its residents.
3. Immediate end to the war with gradual withdrawal of Israeli forces.
4. Release of all hostages within 48 hours of accepting the agreement.
5. Release of hundreds of Palestinian prisoners and return of Palestinian bodies after hostage return.
6. Amnesty for Hamas members committed to peaceful coexistence – safe departure for those who want to leave.
7. Massive influx of humanitarian aid with at least 600 trucks daily and infrastructure projects.
8. Aid distribution by international organizations (UN, Red Crescent), without Israeli or Hamas interference.
9. Administration by a temporary government of Palestinian technocrats, under international supervision, until Palestinian Authority reform is completed.
10. Economic reconstruction plan, with experts and investments for new jobs.
11. Creation of an economic zone with reduced tariffs and special access arrangements.
12. Encouraging Palestinians to remain in Gaza, with possibility of return for those who may leave.
13. No Hamas involvement in governance – destruction of offensive infrastructure (tunnels, etc.).
14. Regional security guarantees to ensure terms are met and Gaza ceases to be a threat.
15. International stabilization force to oversee security and train Palestinian police.
16. Israeli commitment not to occupy or annex Gaza, with gradual handover of territories to the international force.
17. Implementation of terms even partially, in areas to be evacuated, if Hamas rejects the plan.
18. Israeli commitment not to strike Qatar, recognizing its mediating role.
19. Population deradicalization process, with interfaith dialogue to change the narrative.
20. When reconstruction progresses and Palestinian Authority reform advances, a credible path toward a Palestinian state can be implemented.
21. Establishment of US-Israel-Palestinian dialogue for a “political horizon” of peaceful coexistence.
