Within the circles of the American government of Donald Trump, a plan is circulating for the post-war Gaza Strip, which envisions American administration for at least ten years, temporary relocation of the population, and reconstruction of the coastal Palestinian enclave into a tourist and industrial hub, according to a Washington Post report.
The 38-page briefing document states that the 2 million residents would leave either through “voluntary” departures to other countries, or to areas of restricted access within Gaza during reconstruction. Previous Reuters reports mentioned the creation of large camps, which would be called “humanitarian aid transit areas.” Behind the plan is the controversial GHF organization, supported by the US and Israel, which began distributing aid in May.
Donald Trump: “Digital voucher” for landowners in exchange for development rights to their property
The plan would offer landowners a “digital voucher” in exchange for development rights to their property, according to the Post. Additionally, each Palestinian who leaves would receive $5,000 in cash and subsidies to cover four years of rent. They would also receive food for one year. According to the report, the plan is titled “Gaza Reconstitution, Economic Acceleration and Transformation Trust, or GREAT Trust” and was developed by GHF.
UN on Gaza: More than 1,000 people have been killed trying to receive aid
In early August, the UN announced that more than 1,000 people have been killed trying to receive aid in Gaza since GHF began operating in May 2025. The majority of victims were shot by Israeli forces operating near GHF facilities. The White House and State Department did not immediately respond to requests for comment, but the Gaza reconstruction plan appears to align with Trump’s previous statements.
Trump’s first reference to the term “Middle East Riviera”
On February 4, the American president stated for the first time publicly that the US should “take over” the devastated and starving Gaza Strip, and rebuild it into a “Middle East Riviera” after relocating the Palestinian population elsewhere. This statement of intent by Trump outraged many Palestinians and humanitarian organizations regarding potential forced relocation from Gaza. Israeli forces pounded Gaza City suburbs during Saturday night into Sunday from air and ground, destroying homes and displacing more families from the area, as Prime Minister Benjamin Netanyahu’s security cabinet convenes today to discuss a plan for occupying the city.
