A lawsuit against the government has been filed by the actress who lent her voice and face to Albania’s digital “minister.” Diella, Albania’s Minister of Digital Intelligence, risks being left without a face. It should be noted that this is the world’s first virtual official, announced last September by Albanian Prime Minister Edi Rama, giving her the duties of combating corruption in public contracts. Until then, Diella was the chatbot on the e-Albania government services portal.

It should be noted that Diella was based on the face and voice of actress Anila Bisa under a contract that expired on December 31, 2025, according to Politico. The actress has sued the Council of Ministers, the Prime Minister, a private company that participated in the project, and the National Agency for Information Society (AKSHI).
She claims that the government continued to use her image beyond the agreed timeframe and scope, which was limited to the e-Albania platform.
Bisa is seeking an injunction for the immediate cessation of using her image until the case is resolved. As she argues, the unauthorized use of her image caused her significant and irreparable damage.
For her part, government spokesperson Manola Hasa told Politico that in the government’s view “the lawsuit is unreasonable, but we welcome the opportunity to resolve it once and for all in court.”
