Zoe Konstantopoulou continues hammering George Mylonakis over OPEKEPE with Document Submission Request. The President of Course of Freedom, Zoe Konstantopoulou, continues relentlessly hammering Deputy Minister to the Prime Minister George Mylonakis, following every legal action and every institutional means that will contribute to revealing the truth.
It is recalled that Zoe Konstantopoulou had called on Mr. Mylonakis to give explanations for the new surveillance scandal, which implicates him in flagrant violation of communication privacy as well as the confidentiality of Prosecutorial Investigations regarding OPEKEPE. He, in an unprecedented display of institutional contempt, invoked “incompetence” to answer… about his own self. Zoe Konstantopoulou did not leave this silence unanswered.
After her emblematic speech in Parliament on 9/9/25, which brought to light published reports – documents that constitute irrefutable evidence that Mr. Mylonakis is anything but “incompetent,” she immediately proceeded to the next action: the Document Submission Request to Mr. Mylonakis himself, officially requesting the documents related to the case.

DOCUMENT SUBMISSION REQUEST
SUBJECT: SUBMISSION OF THE MEMORANDUM, OTHERWISE “INTERNAL MEMO” ON THE O.P.E.K.E.P.E. SCANDAL, WHICH HAS BEEN IN YOUR HANDS SINCE JUNE 2025
Mr. Deputy Minister to the Prime Minister,
Last Monday 1/9/2025 you spoke for the first time in Parliament as a Government representative and as the closest collaborator of the Prime Minister, after almost 15 months of service in the position of Deputy Minister to the Prime Minister, in order to answer the No. 1254/25.8.2025 Current Question of MP Mr. G. Karameros, regarding the
transmission and submission to you of a multi-page (43 pages) memorandum on O.P.E.K.E.P.E., about which there had been many publications.
Coming to Parliament, you accepted your competence on the OPEKEPE issue, as well as on the internal functioning of the Government Presidency, you described your Staff role, explaining that you requested from a specialized collaborator of the Government Presidency an “internal memo” (i.e., memorandum) on OPEKEPE and
claimed that the proposal of the Parliamentary Group of New Democracy for establishing an Investigative Committee on OPEKEPE was based on this memo and contains parts of it. You specifically stated that this memo “describes many issues of organizational nature of the payments and subsidies system,” while you stated that “I received it in
mid-June 2025″ and that the author “is a specialized collaborator of ours around agricultural issues, who serves in the Government
Presidency.”
In this way you admitted that New Democracy’s strategy on the OPEKEPE issue was drawn up by the Maximos Mansion and by you, who are not a Parliamentary figure, while, as is known, the procedure for establishing an investigative committee is done with the Initiative and signatures of MPs and constitutes a purely parliamentary procedure.
Furthermore, you admitted and stated that this “internal memo” “you took very seriously into account, was evaluated and considered together with other data” and that “certain points of this memo have been included in our proposal.”
You essentially confirmed your central role in the overall strategy formulation on the OPEKEPE issue and the felonies connected with its operation, a role described in publications that show you as the inspiration behind the invalid and anti-parliamentary absence of New Democracy MPs from the vote on establishing a Preliminary Investigation Committee for Messrs. Voridis and Avgenakis and the organized sending of postal votes, which is questionable whether they reflect the real will of the MPs, since there were even MPs who did not know whether they had voted or not…
The above “internal memo,” which is a memorandum, although you tried to present it as “informal,” turns out to have all those elements that make it a document that Parliament and citizens have the right to know: it was drafted, as you stated, by a specialized collaborator of the Government Presidency, i.e., by a public employee, who is paid with the money of the Greek people and serves at the highest level, it was drafted specifically in reference to a major issue of public interest and governmental-state corruption, and you have it in your possession, in your capacity as a member of the Government.
It concerns critical aspects of the O.P.E.K.E.P.E. Scandal, it was submitted to you in your official capacity by an official person, after a relevant request and order
from you, and this was done precisely at the critical time when the scandals were being revealed, with which Government figures and party figures with whom the Prime Minister had direct contact are connected and precisely during the disputed period when the transmission of the first criminal file of the European Public Prosecutor’s Office to Parliament was announced, a procedure which the Government delayed by 1 week and again precisely at the critical time, seriously delaying the arrival of the criminal file to Parliament.
Consequently and obviously, Parliament, citizens and MPs have the right to be informed of the content and complete details of the memorandum otherwise “memo,” which, as emerges from all your statements, played a decisive role in developments and in the strategy followed by the Prime Minister and the Government for
the OPEKEPE scandal.
They have the right to know which specialized collaborator of yours drafted the memorandum, otherwise “memo,” when, answering what questions, what the critical findings are and what exactly it records, addressing you and the Prime Minister, about the Scandal under investigation.
They also have the right to know which points of the memo were not included in the proposal for establishing an Investigative Committee, despite the fact that they came from a “specialized collaborator of yours.” All of the above touch on the substantial functioning of Transparency in a Democracy, as well as the administration of Justice, which, regarding the criminal file of the European Prosecutors, is hindered by blocking the establishment of a Preliminary Investigation Committee, which all evidence shows you organized.
It should be noted that your months-long concealment of the existence of this document, until the point where its existence became known from publications, its non-submission to Parliament until today and the attempt to alter the real nature and significance of the document, with your persistent reference to the word “informal” and the word “internal,” betrays a very serious attempt to remove this document, which you demonstrably and admittedly have in your possession and concerns an open criminal file
Therefore I REQUEST
That you submit immediately and without exhausting the deadlines to the Parliament of the Greeks
– The memorandum, otherwise “internal memo,” which was transmitted to you by a collaborator of the Government Presidency in mid-June 2025, according to your statement, which you received officially and is in your possession, which concerns critical aspects of the O.P.E.K.E.P.E. Scandal and which you referenced in Parliament on 1/9/2025.
– Any other related correspondence document and specifically, the document with which you requested the relevant memorandum or memo, the correspondence with which you transmitted the memorandum or memo and any supplementary information, response, memo, memorandum, observation, instruction, that you received.
