The Joint Ministerial Decision (JMD) for the “Apollo” Program was signed by Kyriakos Pierrakakis, Stavros Papastavrou, and Nikos Tsafos. With the signing of this JMD, the Ministry of Environment and Energy fulfills its commitment to redesign and relaunch the “Apollo” program, aimed at reducing energy costs for vulnerable households through the utilization of green energy, in a way that provides immediate benefits to all beneficiaries of the Social Household Tariff A’. At the same time, the first of the two phases of the Apollo program is implemented, with an expanded scope of program beneficiaries from the original version, within the framework of the Recovery and Resilience Fund.
A related Joint Ministerial Decision will follow for the extension of “Apollo” (second phase) to Local Government Organizations of 1st and 2nd degree, to Local and General Land Reclamation Organizations, and to Municipal Water Supply and Sewerage Companies and their successors.
What the “Apollo” program includes
Additionally, the program provides for the implementation of special technology-specific competitive tender procedures for granting operational support to:
Wind farms with a total capacity of 400 MW, and
Photovoltaic stations with integrated electrical energy storage units with a total capacity of 200 MW,
The competitive procedures will be conducted by RAAEU in the immediate future. The JMD establishes, among other things, the implementation timeline for each competitive procedure, which is as follows:
Photovoltaic stations with batteries must be completed by December 31, 2027.
Wind farms must be completed by September 30, 2028.
It is noted that no natural or legal person can be selected for more than 25% of the tendered capacity, with the aim of enhancing competition.
As provided in the relevant JMD, a basic prerequisite for participation in the competitive procedures is that the projects are considered mature, meaning they have a Final Connection Offer.
Photovoltaic stations without batteries can also participate in the tender, provided that, if selected, they will modify their licenses to add a storage unit.
