Stricter penalties and hefty fines are introduced today, September 13, 2025, with the new Traffic Code, aimed at enhancing road safety. The law, passed by Parliament three months ago, introduces a stricter sanctions framework, targeting repeat violations. The Ministry of Infrastructure and Transport designed the new Traffic Code based on the principle that repeating a violation will result in progressively harsher consequences.
Thus, fines for violations now start from €350 and can skyrocket up to €8,000, depending on the severity and frequency of the violation. With the philosophy “experience teaches,” the new code aims to curb reckless driving behavior, protecting both drivers and pedestrians.
New traffic code: Complete breakdown of all violation fines
Mobile Phone Use
- Initial violation: €350 fine, 1-month license suspension.
- 1st repeat offense: €1,000 fine, 6-month license suspension.
- 2nd repeat offense: €2,000 fine, 1-year license suspension.
With accident:
- 1st repeat offense: €2,000 fine, 4-year license suspension.
- 2nd repeat offense: €4,000 fine, 8-year license suspension.
Criminal penalties (Article 290A Criminal Code):
- Serious bodily harm/damage to public facilities: Up to 10 years imprisonment.
- Fatal accident: 10-20 years imprisonment.
- Multiple deaths: Life imprisonment.
Not Wearing Helmet
- Initial violation: €350 fine, 1-month license suspension.
- 1st repeat offense: €1,000 fine, 6-month license suspension.
- 2nd repeat offense: €2,000 fine, 12-month license suspension.
- Passenger without helmet: €350 fine (driver & passenger).

- 1st repeat offense: €1,000 fine, 6-month license suspension.
- 2nd repeat offense: €2,000 fine, 1-year license suspension.
- >1.1 g/l: €1,200 fine, license & plates suspension 180 days, 2 months-5 years imprisonment.
- 1st repeat offense: €2,000 fine, 7-year license suspension.
- 2nd repeat offense: €4,000 fine, 10-year license suspension.

- Without accident:
- Initial: €350 fine, 30-day license suspension.
- 1st repeat offense: €1,000 fine, 180-day license suspension.
- 2nd repeat offense: €2,000 fine, 1-year license suspension.
- With accident:
- Initial: €700 fine, 60-day license suspension.
- 1st repeat offense: €2,000 fine, 4-year license suspension.
- 2nd repeat offense: €4,000 fine, 8-year license suspension.
- Criminal penalties: Up to 10 years, 10-30 years, or life imprisonment (depending on outcome).
Driving Without License
- Initial violation: €1,000 fine, 1-year license suspension, up to 2 years imprisonment.
- 1st repeat offense: €2,000 fine, 4-year license suspension.
- 2nd repeat offense: €4,000 fine, 8-year license suspension.
- With dangerous driving: Prison sentences based on Criminal Code.
Obstructing Railway Traffic
- Initial violation: €1,200 fine, 60-day license suspension, up to 5 years imprisonment.
- 1st repeat offense: €2,000 fine, 4-year license suspension.
- 2nd repeat offense: €4,000 fine, 8-year license suspension.
- With accident (Article 291 Criminal Code): Up to 20 years imprisonment or life imprisonment.
Obstructing Public Transport
- Illegal stopping/parking: €350 fine, 70-day license suspension.
Taxis in Bus Lanes
- Violation: €150 fine (no license suspension).
- Exceptions: Boarding/alighting, nighttime hours, zero-emission taxis, disability vehicles.
Parking in Disability Spaces
- Initial violation: €150 fine, 60-day license & plates suspension, vehicle removal.
- 1st repeat offense: €1,000 fine, 180-day license suspension.
- 2nd repeat offense: €2,000 fine, 1-year license suspension.
Traffic code penalties divided into four categories
Now, traffic code penalties are classified into four categories, with their subcategories, which provide either administrative fines or both administrative fines of category “A” and prescribed administrative measures (Penalty Category “B”).
As an additional category for the most antisocial violations, category “S” is created, which imposes the additional penalty of driving license suspension for 40 days.
