A new record in settlements was recorded in October, confirming the positive response of debtors following legislative interventions by the Ministry of National Economy and Finance, which doubled the income eligibility limits.

In just one month, 2,440 settlements were completed, the highest number achieved to date, totaling €581.5 million. Overall, successful settlements through the out-of-court mechanism reached 45,970 by the end of October, corresponding to initial debts worth €14.66 billion, while the approval rate stood at 82.1%, demonstrating the mechanism’s effectiveness and increased citizen confidence in the process.
Social protection – Settlements for vulnerable groups and people with disabilities
A significant increase is recorded in applications for inclusion in the out-of-court mechanism from vulnerable households and people with disabilities. A telling indicator is that in October, settlements for people with disabilities doubled, reaching 40 compared to 20 in the previous month. Overall in October, 382 new successful settlements were recorded in the vulnerable groups category. This increased participation confirms that the out-of-court mechanism functions as an effective tool for social cohesion. In total, 377 of our fellow citizens have utilized the advance payment measure to suspend foreclosures, effectively protecting their property.
Bilateral settlements with servicers
In September, the positive trend continued in bilateral loan settlements with the 4 largest Financial Institutions (Intrum, Cepal, DoValue, Qquant). Bilateral settlements totaling €416 million were completed, corresponding to 6,120 debtors, increased compared to the same month in 2024 when settlements worth €307 million were made for 5,328 debtors.
