Time is running out for thousands of vehicle owners who are on the “black list” of the Independent Authority for Public Revenue (IAPR) with unpaid vehicle registration fees for 2020, as the deadline to avoid the double penalty provided by law expires in just a few days. The IAPR has already sent notices to taxpayers who were identified, after comprehensive cross-checks, as not having paid the fees for that specific year. Owners have until Friday, October 31, 2025 to prove that there is no payment obligation.
Those who submit the necessary documents in time, such as a certificate of immobility or vehicle destruction or non-payment obligation, are exempt from the amounts that have been charged to them. Conversely, those who ignore the notice will face fines amounting to double the value of the registration fees. The “bills” will be sent by the IAPR from November 28 to December 5, 2025. Specifically, until Friday, taxpayers with outstanding payments for 2020 can submit, through the myCAR platform, a declaration regarding the actual status of their vehicle, accompanied by the corresponding supporting documents. The application declares whether the vehicle was immobilized, has been deregistered, stolen, exported abroad or is exempt from fees, while documents proving non-debt are also submitted.
Even after the deadline expires (October 31), owners can submit their information through the “My Requests” application, without this interrupting the fee confirmation process. Tax Services receive the information for each vehicle and proceed to correct the data in the Vehicle Information System, based on the documents submitted. For example, if a vehicle appears to have been circulating abroad for more than one year, then its image is corrected for all years (it is placed in mandatory immobility for the corresponding time period). For cases where delivery to a scrap metal collector/loss is declared, and there is no suitable document but only a sworn statement, the vehicle’s image is not corrected, however a relevant note is recorded.
Tax Services make the relevant corrections until November 28, 2025 and confirm the 2020 registration fees from November 28 to December 5, 2025. If the submitted documents do not prove the non-obligation to pay 2020 registration fees, then the corresponding fees are included in the registration fee confirmation along with the fine.
The new registration fees
By early November, the IAPR will post the registration fees for 2026. Vehicle owners will pay the same amounts as last year with the payment deadline expiring on December 31, 2025. In case of late payment of registration fees, fines are provided that are scaled according to the delay time of fee settlement. The earlier the payment is made after the deadline expires, the smaller the standalone fine that will burden violators.
Specifically from January 1, 2026, fines will be scaled as follows:
- 25% on the fee if paid within January
- 50% on the fee if paid in February, and
- 100% if paid from March 1st.
In any case, the fine cannot be less than 30 euros.
