The distribution of heating oil has begun with the average price set at €1.12 per liter. By the end of the month, the ministerial decision for the heating allowance for this winter period is expected to be issued, determining the procedure, deadlines, and details for payment to more than one million beneficiaries.
The tax authority’s “myHeating” platform is expected to open in early November, while the first payment – covering the allowance advance – will be made before Christmas. The total fund allocated for the measure is estimated at €200 million.
According to new guidelines from the tax authority to retailers and consumers, from this year heating oil purchases will be automatically declared through the myDATA platform, replacing the HEPHAESTUS system used in previous years, to ensure timely payment of the allowance to beneficiaries.
To conduct the necessary cross-checks and ensure smooth payment of the heating allowance, sales receipts must include specific data for beneficiary identification:
- the tax identification number of the heating oil buyer,
- the code and quantity of fuel
- the Electricity Supply Number (of the heating oil buyer).
For receipts transmitted through Electronic Document Issuance Service Providers to the myData digital platform, selecting the “Heating Allowance” indication is mandatory. Additionally, the “myHeating” platform offers the ability to verify the validity of the Electricity Supply Number. In case of successful verification, the postal code of the supply address is returned.
Heating allowance eligibility criteria
To receive the allowance, annual family income (actual or imputed) must not exceed €16,000 for single persons, €24,000 for married couples, with an increase of €5,000 for each child. For single-parent families, the limit is €29,000, also with a €5,000 increase for each child after the first.
For those with business activities, total gross income must not exceed €80,000.
Real estate value cannot exceed €200,000 for single or widowed persons and €260,000 for married couples or single-parent families, with a €40,000 increase for each dependent child.
Allowance amounts
The allowance ranges from €100 to €800, but in areas with increased energy needs, where the climate coefficient is equal to or greater than one, it increases by 25% and can reach up to €1,000, while in the coldest parts of the country it can even reach €1,200.
The allowance is granted for one primary residence using heating oil, natural gas, LPG, firewood, pellets, district heating, or electricity.
