Heating oil: Distribution begins today
The Independent Authority for Public Revenue (IAPR) plans to activate the electronic platform myHeating in November, through which beneficiaries will submit their applications. The first installment of the subsidy is expected to be paid before Christmas. The Joint Ministerial Decision (JMD) that will define the detailed terms and conditions of the program for the 2025-2026 period is expected to be issued by the end of October. The total funding allocated for the subsidy will exceed 195 million euros.
Heating subsidy: Beneficiaries, income and property criteria
All individuals are eligible to participate in the program, regardless of family status (single, married, single-parent families or people in civil partnerships), who use heating oil, natural gas, LPG, firewood, pellets, district heating systems or electricity to heat their homes.
To approve the assistance, an application must be submitted through the IAPR’s myHeating platform, exclusively for one primary residence per beneficiary.
The total annual family income (either actual or imputed) must not exceed specific limits:
- Single persons: 16,000 euros
- Married couples: 24,000 euros with an increase of 5,000 euros for each child
- Single-parent families: 29,000 euros with an increase of 5,000 euros for each child after the first
- Business owners: total gross income up to 80,000 euros
Regarding real estate property, the total value must not exceed 200,000 euros for single or widowed persons and 260,000 euros for married couples or single-parent families, with the possibility of increasing by 40,000 euros for each dependent child.
The basic subsidy ranges between 100 and 800 euros, however in geographical areas with increased energy requirements, where the climate coefficient is equal to or greater than one, the amount increases by 25% and can reach 1,000 euros. In the coldest areas of the country, the maximum assistance can reach 1,200 euros.
What receipts must include – Data cross-checks by IAPR for subsidy approval
Due to the start of heating oil (DIESEL) distribution today, Wednesday October 15, the Independent Authority for Public Revenue (IAPR) is conducting necessary data cross-checks for payment of the heating subsidy to beneficiaries. The goal is to ensure smooth and uninterrupted subsidy payments through beneficiary identification by the IAPR. For this purpose, heating oil sales receipts must include all necessary data.
Specifically, in the sales receipt data transmitted to the IAPR by petroleum trading companies, regardless of transmission method, the following must be mandatory recorded:
- the VAT number of the contracting party (heating oil buyer),
- the code and quantity of fuel (fuel codes “30-Diesel Heating” and “31-Diesel Heating premium”) and
- the Electricity Supply Number (of the heating oil buyer).
It is reminded that receipts are transmitted to the IAPR in two ways:
- through Electronic Document Issuance Service Providers on the digital myDATA platform or
- through Electronic Fiscal Mechanism (EFM) on the e-send Information System.
Finally, it is noted that:
- for receipts transmitted through Electronic Document Issuance Service Providers on the digital myData platform, selecting the “Heating Subsidy” indication is mandatory and
- on the myHeating platform there is the possibility to verify the validity of the Electricity Supply Number. In case of successful verification, the postal code of the supply address is returned.
