More than 100 beneficiaries of the “Electric Mobility 3” program find themselves in despair today, denouncing “unjustified exclusion” from the program, which provided subsidies up to €8,000 (or €9,000 with old vehicle scrapping) for purchasing electric vehicles.
Electric Mobility 3: Beneficiary exclusion
Their applications had been approved, leading them to proceed with orders and vehicle purchases, relying on the program’s official dates and dealer assurances that the subsidy was guaranteed. However, as they denounce, without any warning, approval of new applications stopped in February 2025, even though the available budget of €44 million had not been exhausted.
New Electric Mobility program with reduced subsidies
In June 2025, the government announced a new program, “Electric Mobility 4” with significantly reduced subsidies not exceeding €3,000. Despite initial assurances that those “left out” from EM3 would be automatically included in the new framework, the program has not yet been published in the Official Government Gazette. The result: hundreds of citizens remain essentially uncovered.
Protest letter to the ministry
In their protest letter sent to Deputy Minister of Infrastructure and Transport Konstantinos Kyranakis, copied to the Prime Minister and relevant ministers, they emphasize: “We are a category of citizens excluded from any subsidy, while we acted based on official timeframes and public state announcements. The State must honor its commitments and protect citizens who act in good faith”.
The letter follows
Honorable Minister,
We, the undersigned citizens, address you to express our strong protest regarding our exclusion from any state subsidy for purchasing electric vehicles, despite acting in complete good faith within the official deadlines of the ELECTRIC MOBILITY 3rd CYCLE (EM3) Action.
Specifically, based on public and official data:
● The EM3 Action was announced in June 2024, with application deadline of 30/4/2025 and total budget of €44 million.
● In March 2025, the Ministry announced an extension until 30/6/2025.
● However, without any official public notification, from February 2025 onwards no application was approved, citing budget exhaustion, although only €35 million (not the total available €44 million) had been absorbed.
● Meanwhile, many of us proceeded with electric vehicle purchases, relying on:
o the existence of an active program,
o dealer promises that the subsidy was guaranteed,
o and the absence of any official warning or system suspension.
● On 7/6/2025, a new program was announced with significantly smaller subsidies (up to €3,000), while the program ending on 30/6/2025 was still active, which moreover does not retroactively cover purchases before that date.
● Finally, with the new Joint Ministerial Decision (124757 OGG B’ 4199/31.7.2025), it is arbitrarily determined that expenses before 7/6/2025 are not covered by any program.
In conclusion:
We are a category of citizens excluded from any subsidy, while we acted based on official timeframes and public state announcements.

We demand:
1. Recognition of the problem by the Ministry and assumption of institutional responsibility for poor public information.
2. Establishment of special regulation that will include in the new program or transitional arrangement all applications with expenses from 2/2025 to 6/6/2025, with subsidies equal to EM3.
3. If there is no response within reasonable time, we explicitly declare our intention to take legal action against the Greek State for:
o administrative misleading,
o violation of good administration principles,
o and economic compensation for damages suffered.

In closing, we consider it self-evident that the State must honor its commitments and protect citizens acting in good faith, especially regarding policies promoting electric mobility, which by definition require building trust.
