Legislative framework for recognizing three-child families
Article 20 of the new bill introduces innovative provisions to law 3454/2006, clearly defining the concept of three-child families. Parents who have three children, regardless of their origin (marriage, adoption, recognition), automatically secure this status.
The lifelong duration of recognition represents a fundamental change, as parents retain their rights even after their children reach adulthood. Children of three-child families enjoy special privileges until age 23, or 25 if they are studying or fulfilling military obligations. Children with disabilities above 67% retain these rights for life.
Tax measures and economic relief for three-child families
Tax measures for three-child families include significant reductions in income tax. Specifically, families with three dependent children benefit from an annual reduction of €1,340, while for four children the relief amounts to €1,580 and for five children €1,780.
Tax benefits extend to vehicle ownership as well. Three-child families are exempted from passenger car registration fees, while families with four children are additionally excluded from luxury living tax. Additionally, ENFIA property tax discounts are provided for households with dependent children.
Examples of allowances and financial support for three-child families
Examples of financial support for three-child families are numerous and substantial:
- Birth allowance: €2,400 for the first child, €2,700 for the second, €3,000 for the third, and €3,500 for the fourth and each subsequent child
- Tax-free and seizure-proof child allowance
- Extension of maternity allowance from four to nine months for self-employed professionals and female farmers
- Reduced VAT rates on children’s items such as baby food, diapers, and car seats
Demographic crisis and strategic response
The new policy for three-child families serves as a response to the serious demographic crisis facing the country. With a fertility rate of 1.3 children per woman and continuous dominance of deaths over births, tax measures and support examples aim to encourage having three children.
The comprehensive framework of privileges covering income, housing, and daily needs creates strong incentives for families to have a third child. Lifelong recognition of this status ensures long-term security and predictability in family planning.
