Revolutionary housing policy is being prepared for implementation through the utilization of thousands of properties that remain trapped in unclaimed inheritances, according to a report by “Apogeumatini”. The government is promoting an ambitious plan that will transform these “locked” properties into housing solutions for socially vulnerable citizens, without financial burden on taxpayers.
Thousands of pending inheritance cases
According to official data, approximately 6,500 cases remain unresolved, of which 4,500 concern unclaimed inheritances and 2,000 are under liquidation. These estates ended up with the State without claimants or concern inactive foundations with valuable buildings that are now deteriorating.
Bureaucratic delays and even forged wills complicate procedures, resulting in high-value properties being devalued while thousands of citizens search for decent housing.
Bill for inheritance reform
The bill “Framework for donations to the State, unclaimed inheritances, foundations and charitable estates” will be submitted to Parliament in autumn. The reform aims to accelerate procedures, enhance transparency and facilitate property utilization.
A central element is the creation of an electronic platform for registering all unclaimed inheritances. Through connection with the National Citizens Registry and Justice Ministry systems, the State will be immediately informed about every relevant case.
Registry of guardians and liquidators
A significant innovation is the establishment of a Registry of guardians and liquidators, where the following will be registered:
• Lawyers and accountants for estates up to 20,000 euros
• Special liquidators for higher values
• Auditing firms mandatory for estates over one million euros
Court secretariats and notaries will be obliged to notify competent Authorities when a will is published in favor of the State.
Housing solutions for vulnerable households
After liquidation completion, properties will be utilized for housing needs of socially vulnerable citizens. The housing program aspires to relieve housing pressure faced by thousands of households.
The initiative aims to break the chain of opacity and delays, bringing life to buildings that remain unexploited. In this way, the state transforms a decade-long pathology into a social policy tool, offering housing solutions to those with the greatest need.
