The vision of AKTOR Group for the next decade was presented by Chairman and CEO Alexandros Exarchou in an interview with Romanian media outlet The Diplomat (thediplomat.ro). Mr. Exarchou emphasized that Romania represents one of Europe’s most dynamically developing markets and plays a pivotal role in AKTOR Group’s strategic development. “Romania is not just another market for us, but a strategic partner in the Group’s long-term development path. Our goal is that within the next decade, AKTOR Group will become one of the leading forces in infrastructure creation and concession projects in the country,” he stated initially.

Alexandros Exarchou: By 2030, we want our presence in Romania to be consolidated
AKTOR Group has been operating in Romania for 20 years, constructing major road, railway, and energy projects. “Our vision is to combine the excellence and accumulated expertise of Greek engineers with meaningful cooperation with local communities, creating projects that will support them for many generations,” Mr. Exarchou emphasized.
In 2024, AKTOR Group’s turnover in Romania reached €233 million, representing nearly 20% of the Group’s construction activity. With these figures, the company is preparing for the next step: Competing for projects worth €3.7 billion through new tenders that will be announced concerning critical infrastructure, while also exploring opportunities in sectors such as Renewable Energy Sources and Real Estate. “By 2030, we want our presence in Romania to be consolidated, not as a simple project contractor, but as the country’s strategic partner in its journey toward sustainable development,” Mr. Exarchou underlined.
A dynamic development hub in Europe
It should be noted that Romania records one of the highest growth rates in the EU, which is strengthened by European Recovery Fund (RRF) projects. At the same time, its geographical position between Central Europe, the Balkans, and the Black Sea enhances its regional role, while making it a pivotal player in Ukraine’s future reconstruction when conditions permit.
AKTOR Romania’s projects concern significant infrastructure that connects places and people, contributes to development, creates business opportunities, and upgrades quality of life for all, such as Bucharest’s A0 ring road and the “Brașov–Sighișoara” railway line, one of Romania’s most important transportation projects and part of the strategically important trans-European Rhine-Danube axis, which enhance the country’s transportation upgrade and increase social cohesion.
Investment in people
One of AKTOR Group’s key differentiating elements is its emphasis on human capital. With modern management systems, cost and time control, and strengthening local teams, the company responds to challenges of bureaucracy, inflationary pressures, and competition for specialized personnel.
Training, introduction of international practices, and participation in highly complex projects constitute central pillars of the development strategy and enhancement of the company’s expertise. Through the AKTOR4TheFuture program, the company invests in the new generation of engineers and technicians, creating the skills the country will need in the future. “We don’t just build infrastructure; we cultivate skills for the future,” Mr. Exarchou characteristically emphasized.
