The mandatory electronic registration of all elevators in Greece has begun through the new platform elevator.mindev.gov.gr. Owners, administrators, maintenance contractors and installers must declare every elevator operating in the country, regardless of age or condition, by November 30, 2025. Registered users access the registry using their Taxisnet credentials.
Elevators: The census procedure
The information required to be declared on the census platform includes the following:
a) details of the owner or administrator or their legal representative and the elevator installation address,
b) the number of elevators and floors served by each elevator,
c) the year of elevator construction,
d) the presence or absence of “CE” marking,
e) the existence of any previous elevator certification
f) registration or non-registration according to article 3 of joint decision Φ.Α/9.2/οικ.28425/1245/22.12.2008,
g) current certification status,
h) details of the responsible maintenance contractor and
i) optionally, pending technical upgrade requirements.
The census is based on decision 59210/28.07.2025 of the Ministry of Development and aims to create a unified digital Elevator Registry for effective technical monitoring and supervision. The process is quick and easy through connection via Taxisnet or Public Administration codes for authorized bodies.
Responsible parties for submission can be owners, administrators, legal representatives, as well as maintenance contractors or installers with authorization. For each elevator, details are declared including owner or administrator information, address, number of floors served, construction year and maintenance contractor details. Additionally, CE marking, previous certifications, current technical condition and potential upgrade requirements can be recorded.
Upon completion of the declaration, each elevator receives a unique UUID code, essential for technical inspections, insurance procedures and property transfers. The platform is supported by the General Secretariat of Information Systems and hosted on G-Cloud, while interconnecting with other public systems such as the Land Registry. Supervision is provided by the General Secretariat of Industry of the Ministry of Development.
Special provision exists for elevators that remain inactive for more than three months: through a responsible declaration by the owner or administrator, non-operation is recorded without immediate need for technical compliance. This addition, resulting from cooperation with POMIDA, facilitates realistic recording of the actual condition of elevators.
Currently, no fines are provided for the census, however non-compliance may create problems in case of accident or inspection. Administrators and management companies must act immediately, appoint a responsible person and complete the registration within the deadline.
The seven mandatory census fields
The census includes seven mandatory fields, which constitute common knowledge for those obligated to submit the declaration, which will contribute to statistical processing of data by the relevant Ministry services. These are:
1. Installation address and location – Property KAEK Code (automatic completion of details through interoperability or manual entry where KAEK does not exist).
2. Number of elevators in the building.
3. Year of elevator installation.
4. Number of elevator stops.
5. Presence or absence of CE marking.
6. Existence of active or previous certification and its timing.
7. Owner-Administrator details/maintenance contractor-installer details (which will result from the identification process).
The following information is optionally completed during registration:
-Existence or non-existence of compliance declaration (CE marking) of the installed elevator.
-Existence of previous certification.
-Pending technical upgrade requirements.
Next steps in the elevator registration process
According to POMIDA, the next steps are:
July-November 2025: Mandatory declaration and census in the Registry (at the electronic address https://elevator.mindev.gov.gr) of the seven basic information elements of all elevators by maintenance contractors or owners/administrators of apartment buildings.
Early 2026: Evaluation of census results and issuance of Joint Ministerial Decision determining gradual deadlines for completing the process. The obvious criterion, proposed by POMIDA, is expected to be the installation time of each elevator in relation to the number in each category, with priority from oldest to newest.
Subsequently, the process for each owner or administrator will be as follows:
– Inspection of elevator safety systems by an accredited elevator inspection body (complete list available at www.pomida.gr).
-Preparation by the body of a report on deficiencies in elevator safety measures and devices and its communication to the owner/administrator and maintenance contractor.
-Obtaining cost quotes for executing the work specified in the report from the existing maintenance contractor or other elevator technical offices.
-Decision by the General Assembly of co-owners for assigning the project execution.
-Execution of upgrade work by the maintenance contractor’s team or third party.
-Re-inspection by the accredited body for proper project execution.
-Registration of the elevator in the Unified Elevator Registry (article 52 of Law 4961/2022, amending article 11A of law 3982/2011) which will have begun operation by then under the supervision of the General Secretariat of Industry.
