Notices to thousands of owners of vehicles found operating without insurance coverage will be sent in the coming days by the Independent Authority for Public Revenue (IAPR), warning that those who do not comply immediately will face doubled fines and removal of their registration and license plates.
Two waves of electronic cross-checks for uninsured vehicles
At the same time, planning provides for two waves of electronic cross-checks in 2026 to detect vehicles without insurance: one within the first ten days of March and another during the same period in August. With these notices, violators are called to pay fines of up to €1,000, depending on the vehicle category: specifically €250 for motorcycles, €500 for passenger cars and other vehicles of any nature, and €1,000 for public buses and trucks, while the monetary amount is charged with a 2.4% digital transaction fee.
It should be noted that the latest round of cross-checks conducted by the General Secretariat of Public Administration Information Systems in cooperation with IAPR identified 87,026 uninsured vehicles. Vehicle owners received “notices” requiring them to resolve the issue within 15 days.
According to a joint ministerial decision, the fine imposition act is drafted and signed by the head of the relevant General Directorate and includes:
– the registration number and category of the vehicle,
– the name/company name and tax number of the taxpayer(s) or legal entity (vehicle holder/owner and co-owners),
– the amount of the monetary fine provided for the violation according to the vehicle category,
– reference to the applicable legislative framework,
– reference to the consequences of non-compliance during the second cross-check conducted within three months of notification of the fine imposition act
– reference to the consequences of non-compliance in case of recurrence within three years of notification of the fine imposition act,
– reference to the joint and several liability of all co-owners for the initial fine and recurrence fine,
– reference to the procedure for submitting an objection by the vehicle owner or holder against the fine imposition act (submission deadline, submission method, decision deadline on the objection, fine cancellation)
When the second check occurs after violation detection
It is noted that, based on the legislative framework, three months after notification of the fine imposition act and when a violation is detected through electronic cross-checking, a second mandatory electronic cross-check is conducted.
If this check reveals non-compliance by the vehicle registration holder (owner or vehicle holder), the registration and state license plates are removed. The administrative sanctions imposition act against the registration holder is immediately sent to the competent police authority of their place of residence to proceed with removing the vehicle’s circulation documents and delivering them to the Transport and Communications Directorate of the Region that issued the relevant act.
The vehicle registration and plates are returned only upon presentation of the relevant insurance contract or valid technical inspection certificate or certification of non-liability for circulation fees, as applicable, and proof of fine payment as appropriate.
Regarding the inspection schedule, the ministerial decision stipulates that the reference date for each electronic cross-check data is set for any date within the first ten days of the third month of the year and any date within the first ten days of the eighth month of the year, with the possibility of utilizing updated data provided by the agencies.
