The Organization for Payment and Control of Community Aid Guidance and Guarantees (OPECEPE) will be integrated into the Independent Authority for Public Revenue starting tomorrow, Thursday, January 1, 2026. All 624 existing organic positions of OPECEPE staff will be transferred to AADE. This creates the General Directorate of Controls, Subsidies and Payments within AADE, which includes – among others – the following Directorates:

AADE: The new modern operating model aims to upgrade community resource management
According to an AADE announcement, the new modern operating model aims to upgrade community resource management by ensuring:
• Transparency and reliability of resources and processes to support sustainable development.
• Effectiveness through faster and more comprehensive implementation of community subsidy and payment programs related to agricultural policy.
• Uniform treatment of beneficiaries through standardized and unified procedures.
• Unified supervision and systematic planning and reporting of regional structure work, with the establishment of a Coordination, Programming and Reports Directorate that will serve as a central guidance point for Regional Units.
• Strict adherence to schedules and consistent implementation
of the regulatory framework.
• Utilization of operational data for decision-making, innovation promotion and continuous improvement of services provided.
