The ambitious project to create the “Andreas Lentakis” government park on the former PYRKAL property in Dafni is entering its most critical phase, marking Greece’s largest Public-Private Partnership (PPP) building project ever planned. The project is now moving to the second stage of Phase B, following completion of the Competitive Dialogue. At this stage, binding bids from candidate contractors are expected. Meanwhile, contract designs are being examined and maturation studies are being finalized, including technical specifications and, crucially, environmental licensing issues. The issuance of the Special Urban Planning Scheme (EPS) is considered crucial for finalizing and announcing the project, without which the final tender cannot proceed.
The plan envisages the radical redevelopment of the 154-acre site that housed the historic Greek Gunpowder and Cartridge Factory for decades. According to the masterplan, sixty-six old industrial buildings will be demolished to create a unified, functional development field, freed from the fragmented shells of the past. Meanwhile, twenty-four buildings that have been designated as heritage structures will be renovated and repurposed. New infrastructure will be developed around these, aiming to create a high-specification administrative hub that will house services from nine ministries, as well as the Superfund with its subsidiaries, TAIPED and ETAD.
The project includes construction of four new buildings, underground auxiliary facilities, and two parking areas with a total capacity of 2,000 spaces. A significant innovation is the underground passage of approximately 400 meters, which will directly connect the government complex with the “Dafni” Metro station. This aims to strengthen public transportation and reduce traffic burden, an element intrinsically linked to the environmental character of the redevelopment.
