The out-of-court mechanism operated at high rates during September, with 6,513 new application initiations and 2,955 new submissions. Monthly arrangements also reached a high level, totaling 1,789 arrangements worth €524.4 million, continuing to confirm the Finance Ministry’s initial forecasts regarding the increase that the mandatory inclusion measure for eligible debtors with expanded criteria would bring.
Supporting this trend, it is noted that the average monthly volume of arrangements has increased by 28% compared to the period before the implementation of the mandatory requirement. Overall, by the end of September, 43,533 successful arrangements have been recorded for initial debts worth €14.08 billion that have been restructured through the out-of-court mechanism. At the same time, the approval rate reached 79%.
Meanwhile, at the close of the first half of the year, based on official data from the Bank of Greece published in September, there was a further decline in the non-performing loans index compared to the previous quarter, marking a new historic low of 3.4%.

Out-of-court mechanism: Focus on social protection – Arrangements for vulnerable groups and people with disabilities
September data shows that the social dimension of the mechanism is steadily strengthening: vulnerable group applications recorded 326 new successful arrangements, of which 20 involved people with disabilities. Additionally, 299 debtors have used the advance payment measure to suspend foreclosures, effectively protecting their assets.
Bilateral arrangements with servicers
According to data from the Association of Loan and Credit Claims Management Companies, during the first half of 2025, loan arrangements/restructurings reached €3.2 billion.
In August, the positive trend in bilateral loan arrangements continued with the 4 largest Credit Institutions (Intrum, Cepal, DoValue, Qquant). A total of successful arrangements worth €190 million were completed, corresponding to 3,144 debtors.
