Greece has submitted a new dual funding request worth €1.63 billion from the Recovery and Resilience Facility to the European Commission, announced Deputy Minister of National Economy and Finance Nikos Papathanasis. This represents the 8th request for grants and the 7th request for loans from the Fund, covering a total of 34 milestones and targets.

The 32 milestones achieved for grants relate to the implementation of significant projects and reforms in the following sectors:
Upgrading and modernizing the National Health System
-Renovation of hospital infrastructure in 19 hospitals across the country
-Energy upgrades and creation of chronic disease management units in 40 Health Centers nationwide
-Operation of eight model home care units with telemedicine infrastructure development and patient registries in Athens, Thessaloniki, Alexandroupoli, Ioannina, Heraklion, Patras, and Larissa
-Reduction of pharmaceutical clawback expenditure by €300 million since 2020
Strengthening employment, skills and social cohesion
-Hiring and employment of 36,000 unemployed in private companies and upgrading DYPA digital systems
-Renovation of 50 social housing apartments in Athens and Thessaloniki and allocation to vulnerable families. Establishment of social contribution framework for public property utilization and affordable housing enhancement
-Training and certification of 225,000 public employees in new skills and operation of new information systems for recruitment and strategic planning in public administration
Accelerating digital transformation in state and economy
-Completion of property rights cadastral mapping nationwide
-Completion of AI Pharos establishment to enhance data usage and artificial intelligence
-Digital transformation of the Greek National Tourism Organization with digital map creation and cultural resources repository
-Digitization of asylum and migration procedures with integrated systems development and cybersecurity enhancement
Infrastructure development and economic resilience enhancement
-Approval of multi-year investment program and new railway operation framework
-Completion of seismic assessments in over 20,000 public buildings
-Establishment of energy storage framework and hybrid renewable energy project support
-Development of control systems to combat illegal trade
-Strategic plan development for coastal shipping fleet renewal
The 7th loan payment request concerns achieving 2 milestones related to contracting RRF loan resources worth €11.5 billion and establishing investment schemes with €600 million RRF loans through the Hellenic Development Bank of Investments and private capital for venture capital investments.

Minister of State Akis Skertsos emphasized: “With the submission of the 8th request for RRF fund disbursement, Greece has now completed 112 out of 130 total reform milestones of the Greek recovery and resilience plan, representing 86.15%. These are reforms that strengthen our economy’s green transition in the critical energy storage sector, digital transformation of SMEs and education, cadastral completion, practical gender equality enhancement, and clawback reduction. We continue working with the same pace and determination to fulfill the remaining reforms of the 9th and final request, aiming for a better life for all, inclusive and with reduced inequalities.”
Papathanasis: Greece enters final stretch for Recovery Fund completion
Deputy Minister of National Economy and Finance Nikos Papathanasis emphasized: “In the final stretch for Recovery and Resilience Facility completion, Greece, through milestone completion and submission of the 8th funding request, demonstrates once again that through hard work, effectiveness and reliability, it achieves national goals and accelerates reforms benefiting society and the economy. This includes actions for National Health System upgrade and modernization, employment and skills enhancement for unemployed and workers, social cohesion and housing issues, digital transformation acceleration, and further infrastructure strengthening and economic resilience. We said no euro would be lost, and no euro will be lost. We keep our commitments through concrete actions.”
General Secretary of Coordination Evi Dramaliotis stated: “The penultimate payment request signals completion of 16 reform milestones in critical sectors, including social housing through social contribution law implementation and cadastral mapping, with completion rates exceeding 98%. The high completion rate of the Plan’s reform milestones confirms substantial progress in reforms improving housing access, strengthening property rights security, and facilitating effective public resource management. These specific interventions transform commitments into measurable results benefiting citizens and the economy, strengthening social cohesion and the country’s development dynamics.”
Recovery Fund administrator highlights progress
Recovery Fund Administrator Orestis Kavalakis noted: “The new dual request submission confirms Greece’s steady progress in Recovery Plan implementation, proceeding according to schedule, with milestones being met and significant interventions completed in critical economic and social sectors. Simultaneously, we consistently prepare for the final September 2026 request, which will signal successful Fund completion and full resource utilization for the country’s development.”
