Early Wednesday morning, April 1st, the announcement was made for the opening of the fuel pass platform. This will happen on Holy Monday, April 6th. Citizens will be paid two days after submitting their application, unless they apply on Holy Wednesday. In such cases, they will be paid on the first working day after Easter, due to the banking holiday.

This is also provided by the Joint Ministerial Decision, signed by the competent Ministers of National Economy and Finance, Interior, Development and Digital Governance. Specifically, the ministerial decision stipulates that:
-applications will be submitted electronically on the vouchers.gov.gr platform, following authentication with TAXISnet codes. For those unable to use digital means, the application can be submitted through Citizens’ Service Centers (KEP), in person or with legal authorization.
-financial assistance will be credited directly, within 2 working days from application submission. The disbursement is carried out by the Hellenic Republic’s public company “Information Society Single Member S.A.” which is also responsible for the technical implementation of the program. Once the application is approved, no modifications are permitted.
Fuel Pass applications open: Everything you need to know
After application approval, Information Society S.A. sends an approval decision to the partnering credit institution, which then sends to the beneficiary:
– Written message (SMS) to the declared mobile phone with instructions
– Email message with embedded activation link
Once the application is approved, it cannot be modified. For user support of the information system, a usage manual for the electronic application is available as well as a user support service (help desk) for reporting and solving problems and providing instructions.
Where the digital debit card amount can be used
The digital debit card amount is used exclusively at the following merchant categories (Merchant Category Codes – MCC), as explicitly defined in the joint ministerial decision:
– Gas stations and automatic fuel dispensers (MCC 5541, 5542, 5983)
– Public Transportation: buses, urban-suburban transport, ships-ferries (MCC 4111, 4131, 4011)
– Passenger rail transport (MCC 4112)
– Taxis (MCC 4121)
Cash withdrawals, transferring the amount to third parties, and any other use outside the above are strictly prohibited. The card operates exclusively through contactless transactions (Web/Virtual POS).
According to article 1 paragraph 2 of the ministerial decision, the declared vehicle must mandatorily:
– be in normal circulation
– be insured
– have no outstanding circulation fees
Each individual declares one and only one vehicle — car or motorcycle — over which they have full ownership, co-ownership or financial lease agreement. Each vehicle can be declared by only one individual. Automatic verification is performed through interoperability with tax authorities (ownership, circulation fees, income, residence), Supplementary Insurance Fund (insurance) and Greek Police (mopeds).
Eligible beneficiaries
Beneficiaries are defined as individuals — including freelancers — tax residents of Greece, with declared family income for tax year 2024 (as declared in 2025) within the following limits:
– Single: up to €25,000
– Married/Civil Partnership: up to €35,000
– Single-parent families: up to €39,000
– €5,000 increase per dependent child
– Additional increase for single parents per child beyond the first: €5,000
How subsidy amounts are determined
Subsidy amounts are defined as follows:
- For car owners on islands: €60 on digital card or €50 for bank account deposit (IBAN)
- For car owners in mainland Greece: €50 on digital card or €40 to bank account (IBAN)
-digital card or €40 to bank account (IBAN)
- For motorcycle owners on islands: €35 on digital card or €30 to bank account
- For motorcycle owners in mainland Greece: €30 on digital card or €25 to bank account
Island areas are considered: North and South Aegean, Ionian Islands, Crete, Attica Islands, Sporades, Thasos, Skyros, Samothrace, Ammouliani.

“With these measures we are taking and implementing, what the citizen gains is greater than if we had reduced the special consumption tax. We believe that the more targeted the measures are, the more fair they are and the more they heal the negative effects of the crisis. The Spanish, for example, chose to make a universal application, we chose to cover 80% of vehicles leaving out about 20%, which are mainly from higher or highest income brackets. We deliberately did this so that we could support those who have greater need. We keep reserves for the future because we don’t know how this particular crisis will evolve.”
Finally, when asked if there will be a problem with fuel adequacy, he said: “There will be no problem with fuel adequacy in our country.”
