The government is advancing institutional reform initiatives, focusing on constitutional revision and extending postal voting rights to Greeks abroad. Prime Minister Kyriakos Mitsotakis is expected to make announcements on Monday, calling on opposition parties to reach understanding and consensus on two issues considered pivotal for the political system. The government’s proposal for postal voting includes creating a special Medical District for the Greek Diaspora. The relevant bill is already under public consultation, which concludes on February 16, while a new session of the cross-party committee is scheduled for February 5. Given that implementing postal voting requires an enhanced majority of 200 MPs, the government estimates that the opposition will approach the issue with a spirit of responsibility, so the measure can take effect from the 2027 national elections.
The articles of constitutional revision
At the same time, the prime minister is expected to present New Democracy’s proposals for constitutional revision. The focus is on specific articles, such as:
– Article 16 on establishing non-state non-profit universities
– Article 24 concerning environmental protection
– Article 30 on the election of the President of the Republic
– Article 86 on ministerial responsibility and
– Article 90 relating to the leadership of the Judiciary.
According to government positions, the goal is to end maximalism and the proliferation of programs, with a proposal even for mandatory costing of party programs. At the same time, the issue of constitutional safeguarding of public sector evaluation is expected to be raised, in relation to permanency. In the context of electoral changes, state-list seats return to 12, while the parliamentary threshold remains at 3%.
